Organizations Supporting Staff Development:

Many of the United States provide some form of intermediate service centers to support educators who are working on state reform initiatives. In Illinois these are called Regional Offices of Education. In Michigan these are called Intermediate School Districts. In that case, ISDs have boundaries that overlap regular school districts and have their own taxing authority. In New York and Colorado these agencies are called BOCES which stands for Board of Cooperative Educational Services. Texas has 20 Education Service Center Regions. If you don't know how to access assistance from these agencies, click here to link to the Council of Chief State School Officers (CCSSO) which can connect you to the state board of education in your state. You should be able to find out there if such agencies are in your state. The only USA exception is Hawaii which has one school district for the entire state and so, the state provides the assistance directly.

In some countries, like Canada, the assistance for school improvement comes from provincial "ministries" of education. In other countries, like Singapore and Great Britain, the Ministry of Education is for the whole nation.


The National Staff Development Council . This is the major professional organization to focus exclusively on the professional development of educators and the organizational development of educational institutions. The NSDC holds a terrific conference early each December, publishes the quarterly Journal of Staff Development, the monthly The Developer and the School Improvement Team Innovator. The NSDC maintains a active connection with educational research and theory but keeps its approach very practical and practitioner-oriented. The NSDC specialty is bridging the gap between research, theory and practice. Members are balanced between school personnel, private consultants, regional educational service center and laboratory staff, and university faculty. NSDC has 36 state and provincial affiliates which provide local support to staff developers. (See the section titled "Events" on this site for more info.) The NSDC can be contacted at P.O. The International Center for Leadership in Education. This is the Bill Daggett organization, a prominant speaker on many topics. The Center has a Model Schools Conference with some pretty good opinions being expressed about it. They also publishe materials, and provide consultation, all for a hefty fee. Schools For the 21st Century, by Phil Schlechty, President of the Center For Leadership and School Reform in Louisville, Tennesse. The book costs $18.50 and is available from NSDC. A wonderful restructuring proposal.

Improving Schools from Within is one of the best written on this issue. It is by Roland Barth and costs $18.50 from NSDC

Five Models of Staff Development, a brief book by Dennis Sparks and Susan Louks-Horsley, for $7.50. Explains the theory and the practice of these five basic strategies for staff development delivery. Available from NSDC.

Continuing To Learn, a 'classic" NSDC book that explains how to develop a variety of types of staff development programs. Costs $12.50

Change Forces, is the 1993 book by Michael Fullan that has been discussed so much. Available from NSDC for $30.

Video Tapes for Staff Development

Strategies for Effective Instruction, an NSDC video costing $390, available from NSDC. Features Pam Robbins and Pat Wolfe, who model the strategies as well as teach how to do them.
