Vermont - A 1987 article "The Vermont Mentor Program" describes a state-wide beginning teacher mentoring program just at the state's vocational centers. Prior to 1991 there seems to have been no state efforts on behalf of all beginning teachers in Vermont. During 1991, however, the Vermont Standards Board for Professional Educators was considering a New Teacher Support and Assessment Program.
