STAFF DEVELOPMENT
PROGRAM GOALS
If a school district's ultimate PURPOSE is producing
successful student graduates, then every district and school level
program should serve that purpose. This would be especially true
of the professional development program whose focus is on the quality
of the professional staff's performance and their implementation
of curriculum in their roles as educators. therefore, unless your
school district has unlimited funds (ha!), your intention should
be that your professional development program would serve all of
the goals listed below, hopefully in every activity the program
sponsors.

1. CURRICULUM IMPLEMENTATION
- CLARIFY content knowledge in curriculum
- INCREASE or update content knowledge in subject area
- GAIN cooperative implementation of essential program elements
- ENCOURAGE adaptation of flexible program elements to fit unique
settings
- MODEL what successful implementation looks like
- COACH for technical support and to resolve implementation problems
2. INSTRUCTIONAL IMPROVEMENT
- IMPROVE technical skills of teachers
- INCREASE repertoire of instructional strategies
- DEVELOP teacher's individual strengths
- BUILD competence and strengths in teacher's weaker areas
- DEVELOP collaborative structures and supportive team relationships
that utilize the diverse strengths of the team
3. PROFESSIONAL DEVELOPMENT
- ESTABLISH norms of:
*Continuous adult learning
*Experimentation & openness to new ideas
*Openness to feed back from peers
- ENCOURAGE
*Responsible autonomous decisions that reflect district goals
& values
*Child-centered, engaging instruction
- BUILD a collaborative work culture
- DEVELOP skills of:
*Reflective self-analysis
*Self-assessment and monitoring
*Goal setting for improvement
4. SCHOOL / ORGANIZATIONAL DEVELOPMENT
- CREATE clarity, integration & commitment to goals at all
levels
- IMPROVE the quality of interactions & relationships to improve
group effectiveness
- IMPROVE the professional work climate
- IMPROVE structures that facilitate improvement
- ELIMINATE dysfunctional structures and practices
- DESIGN processes to provide feed back for renewal
- EVALUATE use of professional time and eliminate non essential
tasks
